New research now shows how voluntary bodies are responsible for a massive proportion of national heritage activity and that that they have the will and energy to do far more. This report tells the story of what the voluntary heritage sector delivers and how it is responding to the evolving needs of both communities and funders. It also identifies a number of factors that are holding the sector back and makes recommendations designed to overcome them.
